Heard learned counsel for the petitioner, learned Government Pleader for Housing for respondent No. 1, learned Government Pleader for Revenue for respondent Nos.2, 3 & 5 and learned Government Pleader for Assignment for respondent No.4.

Grievance of the petitioner is that the 6th respondent in connivance with respondents 7 to 9 is making illegal construction in the petitioner's patta land to an extent of Ac.0-03 cents in R.S.No.80/4 of Bhimadolu Village & Mandal, West Godavari District. The prayer in the writ petition is against respondent authorities in not passing orders on the representation submitted by the petitioner on 15.03.2018. 3.

A reading of the representation and the prayer itself would make it clear that petitioner has grievance against 6th respondent in encroaching into the land claimed by the petitioner as belonging to her and undertaking construction by misleading the competent authorities on the ownership claim. That being so, petitioner has to avail civil law remedy against the illegal action of 6th respondent in encroaching into the land and making construction on the petitioner's land.
