O R D E R

(Per Hon'ble Sri Justice Sanjay Kumar) The petitioner is the unsuccessful applicant in O.A.No.7692 of 2011 on the file of the Andhra Pradesh Administrative Tribunal, Hyderabad (hereinafter, 'the Tribunal'). His prayer therein was for a direction to the authorities to consider his case for appointment as a Cluster Resources Person by taking into account his qualifications, viz., Hindi Pandit Training and Hindi Vidwan which, according to him, are equivalent to TTC, B.Ed., and D.Ed., as per G.O.Ms.No.73 dated 23.06.2011. By order dated 18.07.2014, the Tribunal held that there was no such parity between the qualification claimed by the petitioner-applicant and the other qualifications and accordingly dismissed the O.A.

While so, the petitioner filed affidavit dated 17.10.2016 in support of W.P.M.P.No.44018 of 2016 filed in this writ petition, wherein he stated that T.Srinivas, A.Ambadas, K.Jagadish and M.Anantaiah in Ranga Reddy District were considered for appointment as Cluster Resources Persons though they also possessed either Hindu Pandit Training qualification or Hindi Vidwan qualification and not B.Ed. qualification. He also cited the instances of U.Vijaya Bhaskar, A.C.E.Gayathri, S.Venkatiah, N.Saraswati Devi, Shaik Ghouse Mohinuddin, C.Chandra Mohan, Y.Parimala Devi, B.Suryanarayana in Kadapa District and P.Divya in Anantapur District having been appointed as Cluster Resources Persons on the strength of Telugu Pandit Training or Hindi Pandit Training or Hindi Vidwan qualifications. It appears that the petitioner-applicant made representation dated 29.10.2015 to the Government of Telangana and also the Commissioner and

Director of School Education, State of Telangana, apart from the District Educational Officer, Karimnagar District, seeking appointment on par with the aforestated persons as Cluster Resources Person on the strength of his qualifications, namely, Hindi Pandit Training and Hindi Vidwan. As there seems to be a change in the mind set of the authorities with regard to the aforestated qualifications being sufficient for the purpose of appointment of Cluster Resources Persons, as is brought out by the fact that several such persons have been appointed in Ranga Reddy District, the writ petition is disposed of directing the authorities to consider the representation dated 29.10.2015 made by the petitioner in the light of the like cases cited by him. This exercise shall be completed expeditiously, and in any event not later than eight weeks from the date of receipt of a copy of this order. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
