It is represented by the learned Government Pleader that the issue in the present writ petition is squarely covered by the Judgment of this Court in W.A.No.188 of 2015 and batch, dated 06.08.2015, wherein the order of the learned single judge was set aside by the Division Bench and the same is not disputed by the learned counsel appearing for the petitioner.
