ORDER:

Transmission Corporation of Telangana Limited (TS TRANSCO) issued Notification No.08/2018, dated 08.08.2018 calling for applications to make selections to fill up 62 posts of Junior Personnel Officers. The notification prescribed minimum eligibility criteria as First Class Bachelor Degree. Petitioners challenge the said prescription and contend that there is no justification to prescribe First Class Bachelor Degree and there cannot be any distinction among degree holders based on the rank secured by them and all should not be treated on a par. 2.

Learned standing counsel placed before this Court the Andhra Pradesh State Electricity Board Service Regulations (for short, 'Service Regulations'), which are adopted by the respondent-Corporation. According to learned standing counsel, as per Regulation-14 of the Service Regulations, no person is eligible for appointment to the post by the method mentioned in Annexure-III and Annexure-VI appended to the Regulations unless the person possess the qualifications specified therein. Category-2 of Annexure-VI is the post of Junior Personnel Officer. In column-4, the qualification prescribed is, 'First Class Degree' of a recognized University.

Thus, what is prescribed in the recruitment notification is in accordance with the qualifications prescribed in the Regulations governing the post. Therefore, there is no illegality in prescribing the qualification. It is appropriate to note that Regulation is not under challenge. I see no merit in the Writ Petition and is accordingly dismissed. Pending miscellaneous petitions shall stand closed. There shall be no order as to costs.
