At the hearing, learned counsel for both the parties have conceded that the issues raised in this Writ Appeal are squarely covered by judgment, dated 22.8.2017, of this Court in Writ Appeal No.1164 of 2017, which was allowed.

Following the above-mentioned judgment, this Writ Appeal is allowed with the direction that the reasons and directions contained therein shall form part of this order. As a sequel, WAMP.No.1862 of 2017 is disposed of as infructuous.
