Sri K.Durga Prasad, learned counsel for the petitioner, states that the same issue came up for consideration before this Court in W.P.No.19046 of 2014 and the said writ petition was disposed of by order dated 31.10.2016.

In that view of the matter, the writ petition is closed directing the respondents to abide by and implement the order dated 31.10.2016 passed in W.P.No.19046 of 2014.
