According to petitioner, Stamp Vendor License was issued to him in the year 1987 for Badvel Sub-Registrar's Office Jurisdiction and the same was renewed from time to time. The last renewal was granted in the year 2014 operative till 2016. While so, by order dated 22.06.2017, the notary license was suspended for a period of seven months effective from 30.12.2016. After expiry of the period of suspension, petitioner submitted representation dated 01.08.2017 to return the license/stamp papers and other records seized from him at the time of suspension. Petitioner further claims that as the license was expired in the year 2016, he applied for renewal of the same by paying appropriate renewal fee, but so far no orders are passed. Alleging inaction the representation, dated 01.08.2017, of the petitioner and not passing orders for renewal of license, this Writ Petition is filed. 3.

Having regard to these submissions and without expressing any opinion on the merits of the case, the Writ Petition is disposed of directing the District Registrar of Assurances to consider the application of the petitioner for renewal of his license and pass appropriate orders and communicate the said order to the petitioner within a period of four weeks from the date of receipt of a copy of this order. The District Registrar of Assurances is also directed to examine the claim of the petitioner made in his representation dated 01.08.2017 regarding return of the documents/stamp papers and other records seized from him at the

time of suspension. It is to be noted that, as stated by learned counsel for the petitioner, the order of suspension which was effective from 30.12.2016 is not further extended. It is the further contention of the learned counsel that no further action is taken on the issue for which the petitioner was placed under suspension. If that is so, I do not see any justification to keep the records of the petitioner with the District Registrar of Assurances. Therefore, the District Registrar of Assurances is directed to consider the claim of the petitioner as ventilated in his representation dated 01.08.2017 regarding return of the documents/stamp papers and other records seized from him and if there is no other impediment, he shall return those documents/stamp papers and other records as expeditiously as possible preferably within a period of four weeks from the date of receipt of a copy of this order. There shall be no order as to costs.

Miscellaneous Petitions, if any, pending in the Writ Petition shall stand closed.
