RESPONDENTS Petition under Article 226 of the Constitution of lndia praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to declare the action of the respondents in not allowing the applicant to participate in the ensuing transfer counseling on the ground that he has participated in the transfer counseling conducted in the year 2013 and not relieved from the present station on the ground that no substitute was posted in his place and now asking to join in the new station as per the proceedings of the 3rd respondent dated 15.05.

20'13 is illegal, improper unjust arbitrary and contrary to law and further direct the respondents to allow the applicant to participate in the I I ensuing transfer counseling by granting entitlement points as per their length of service in the present place working along with other entitlement points.
