The present writ petition came to be filed seeking issuance of a writ of mandamus, declaring the action of the 4th respondent in rejecting the petitioner's online applications dated 24.04.2018 and 03.08.2018, for mutation of his name in the revenue records, without assigning any reasons, in respect of the lands admeasuring Ac.19.00 cents, Ac.8.00 cents and Ac.6.67 cents in Survey Nos. 82, 82 and 84/ 2 respectively of T.Gangannagudem village, H/ o. Darbhagudem Revenue Village of Jeelugumilli Mandal, West Godavari district.

At the time when the matter was taken up, the learned counsel for the petitioner would submit that except the word " rejection" , no reasons are given by the respondents as to why the request of the petitioner was rejected.

Learned Government Pleader, on written instructions, would submit that as the petitioner has not obtained Form L-certificate, his mutation application could not be taken into consideration. 4.
A perusal of the record, coupled with the instructions produced by the Government Pleader would show that the word " rejection" was mentioned in the status column of the online application submitted by the petitioner. It is to be noted that it
may not be possible to mention the reasons for rejection on the web. But, however, in order to challenge any order passed by an authority, the petitioner has to know the reasons as to why his application was rejected.

At this stage, Government Pleader would submit that the petitioner met the 4th respondent in person, who explained to the petitioner the reasons for rejection of his application. 6.
Mere explanation of the reasons for rejection may not be sufficient, and the competent authority has to pass an order mentioning the reasons and communicate the copy of the same to the petitioner, enabling him to take appropriate action. 7.
In view of the above, the writ petition is disposed of at the admission stage, directing the Tahsildar to furnish reasons for rejection of his online application dated 03.08.2018 for mutation of his name in the revenue records in respect of the lands referred to above. As a sequel thereto, Miscellaneous Petitions, if any, pending in this writ petition, shall stand closed. _________________________ JUSTICE C.PRAVEEN KUMAR 25.09.2018 DMG
