The petitioners challenge endorsement Ref.E1/ 154/ 2013 dated 27.04.2013.
The endorsement reads thus:
"Ref.E1/154/2013 Collector Office, Kadapa Dated:27.04.2013 ENDORSEM,ENT Sub:- ALIENATION OF LAND -Kadapa MandalRequest for allotment of land in Sy.No.1524/Old Sy.No.1426) to an extent of 0.60 acres in favour of Sri Shiridi Sai Mandir-Tahsildar, V.N.Palli-Furnish the letter along with the Annexure-XI as per uniform guidelines issued by the government-Regarding. Ref: Representation of the Chairman, Sri Shiridi Sai Charitable Trust, V.N.Palli, Animela Village & Post, V.N.Palli Mandal, Kadapa.
-o0o- It is to inform that , on 14.09.2012 new land policy has come into force vide G.O.Ms.No.571 dt.14.09.2012. The government has also issued uniform guidelines vide reference 2nd cited.
Therefore, you are requested to submit requisition in the prescribed check list through the Endowment Department for taking further action as per new land policy for alienation of land to in Sy.No.1524 (Old Sy.No.1426) to an extent of 0.60 acres of Animela village of V.N.Palli Mandal in favour of Sri Shiridi Sai Mandir-respectively.

From the above, the 2nd respondent has called upon the petitioners to submit the requisition in the prescribed check list through Endowment Department for taking further action as per new land policy for alienation of land in Survey No.1524 (old Survey No.1426) to an extent of Ac.0-60 cents in Animala Village, V.N.Palli Mandal. The petitioners if have reason to challenge the contents of endorsement dated 27.04.2013 for any reason whatsoever, the petitioners have to resubmit the application with their explanation, and the same will be considered by 2nd respondent. Now the petitioners pray for a direction to set aside the endorsement, in the process consider the scope and extent of G.O. Ms.No.571 dated 14.09.2012 etc. and issue appropriate directions.
After perusing the stand taken in the counter affidavit without expressing a view on the claim of petitioners, this Court is of the view that the writ prayer is misconceived and liberty can be given to petitioners to submit or resubmit their proposals if they are so advised and respondents 2 to 4 may consider such submission in accordance with the extant policy of the Government. The writ petition is dismissed with the above observation. No order as to costs.
