ORDER:

The grievance of the petitioner is that no orders are being passed upon the stay petition filed by it in the revision petition preferred against the

demand notice dated 06.07.2015 issued by the Assistant Director of Mines and Geology, Guntur. Under the said demand notice, the petitioner was directed to pay normal seigniorage fee and ten times penalty. Admittedly, the revision petition filed by the petitioner is pending before the revisionary authority and the stay application filed by the petitioner therein is yet to receive consideration.

2. Statutory authorities vested with quasi-judicial powers must necessarily exercise the same with expedition so that the delay in that regard would not, by itself, give rise to an independent cause of action.

3. That being so, this writ petition is disposed of directing the first respondent to take steps for expeditious disposal of the stay petition filed by the petitioner in its revision. Pending disposal of the said stay petition, the respondent authorities shall not give effect to the demand notice dated 06.07.2015, which is the subject matter of the revision, or take any coercive measures in respect thereof.

Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
