When these matters are taken up for hearing, none appeared for the petitioners. However, counsel appearing for the respondents had submitted that similar issue fell for consideration before this Court in W.P.Nos.21795 of 2012 and batch and the said writ petitions were dismissed vide order dated 09.11.2018 and, therefore, contends that the present writ petitions also be dismissed in terms of the said orders. In view of the above submissions and for the reasons alike in the order dated 09.11.2018 in W.P.Nos.21795 of 2012 and batch, these writ petitions are also dismissed in terms thereof. No order as to costs.

Copy of the order dated 09.11.2018 in W.P.Nos.21795 of 2012 and batch be annexed to this order.
