This writ petition is filed by the petitioner seeking to issue a writ of Mandamus declaring the action of respondents Nos.1 to 6 in stopping him from discharging his duties as Shift Operator at 33/11 KV, Moguluru SubStation, Rural Division at Vijayawada, without assigning any reasons, as illegal and arbitrary, and consequently, to direct the respondents to allow the petitioner to join duty as Shift Operator at 33/11 KV in pursuance of the appointment order dated 7.5.2013, with all consequential benefits. 2.

Heard Sri Mavidi Rama Rao, learned Counsel for the petitioner and Sri N. Siva Reddy, learned Standing Counsel for APSPDCL. 3.

It has been submitted by the petitioner that the respondents had issued a notification dated 16.9.2011 for filling up the post of shift operator, and as the petitioner is fully eligible and qualified, he applied to the said post, and after regular selection process, he was selected and appointed as shift operator. Further, it has been submitted by the petitioner that initially 13 persons were short listed for such appointment and subsequently, the respondents short listed the selected candidates to 10 persons and thereafter, the petitioner was given appointment order and he was appointed as shift operator at 33/11 KV Moguluru Sub-Station of Rural Division, Vijayawada, and on 14.8.2013, he joined duty and he was allowed to discharge the duties of shift operator upto 18.8.2013 and thereafter, he was not allowed to discharge his duties and therefore, he submitted various representations on 19.10.2013, 29.12.2014 and 11.3.2015 to the respondents requesting them to permit him to discharge his duties as shift operator, but the respondents have neither considered any of the said

representations nor permitted him to join duty, and in those circumstances, the petitioner filed this writ petition.

This writ petition is filed way back in the year 2015, but the respondents have not filed any counter. Even no instructions were secured by the Counsel appearing for the respondents. 5.

Having considered the submissions made by the learned Counsel for the petitioner, this Court is of the view that ends of justice would be met, without expressing any opinion on merits if the writ petition is disposed of directing the respondents to consider the representations of the petitioner. 6.

Accordingly, the Writ Petition is disposed of directing the respondents to consider the representations of the petitioner for permitting him to discharge duty as shift operator in pursuance of the appointment order issued to the petitioner pursuant to the notification dated 16.9.2011, and pass appropriate orders, within a period of four weeks from the date of receipt of a copy of this order, in accordance with law.
