Petitioner is an Ex-Sarpanch of Velchuru Village. He is aggrieved by the decision of the Gram Panchayat in relocating the Gram Panchayat building. According to petitioner, on 05.06.2017, Gram Panchayat passed a resolution to construct a new building for Gram Panchayat and money was also sanctioned by the Government, whereas, now the building is proposed to be constructed in a different survey number and the same is not valid in law.

Learned counsel for petitioner submits that in Survey No.244, where the old Gram Panchayat building was standing, a new Gram Panchayat building was proposed for construction and the said place belongs to Gram Panchayat. But, now the authorities are proposing to construct the Gram Panchayat building in another place without taking into consideration the public opinion or any permission.

Whether the Gram Panchayat building should be constructed in Survey No.244 or 243 is a matter to be decided by the Gram Panchayat. The Court cannot mandate the Gram Panchayat to construct a building in a particular survey number or place. It cannot be said that location of Gram Panchayat building would adversely affect the petitioner merely because he happened to be an Ex-Sarpanch, when decision was taken to construct the
building in Survey No.243. Thus, the Court is not inclined to entertain the Writ Petition.
