Heard learned counsel for the petitioners and learned Special Standing Counsel for the Telangana Residential Educational Institutions Recruitment Board appearing for the respondent. 2.

Notification No.1 of 2018 was issued on 30.06.2018 calling for applications from eligible candidates to the post of Trained Graduate Teachers (TGT) in various disciplines in Residential Educational Societies in the State. Petitioners responded to the said recruitment notification.

This Writ Petition is filed claiming that petitioners prosecuted their education in Telugu Medium, whereas General Studies and General Ability Paper is now sought to be conducted in English Medium and in such a case, grave prejudice would be caused to them and the examination ought to have been conducted in Telugu Medium.

As pointed out by learned counsel for the petitioners as well as learned Special Government Pleader, Clause (v) Para - I of the recruitment notification clearly stipulates that all the question papers except Languages would be supplied in English version only. Thus, in the recruitment notification itself medium of conducting examination is clearly specified. Learned Special Government Pleader justified the reason to conduct examination in English language by stating that in Residential Institutions the medium of instruction is English and therefore the ability of

candidates to be recruited as Teachers is to be tested in English language only.

Apart from the merits of the issue, it is appropriate to note that recruitment notification indicated conducting of examination in English. On 17.09.2018, schedule of examination was notified. Examinations commenced on 28.09.2018. Admittedly, petitioners have already appeared in Paper - I examination held on 28.09.2018. The examination of 'common to all (PGT and SGT)' in General Studies and General Abilities is scheduled to be held tomorrow i.e., on 06.10.2018. This Writ Petition is moved as a Lunch Motion alleging that conducting examination in English language for General Studies and General Abilities Paper - I is bad and it should be conducted in Telugu Language, as the petitioners are competing to the post of TGT (Telugu) only. 6.

As the petitioners were aware of the terms of recruitment notification and examination process already commenced, whereas the present Writ Petition is filed in the midst of examination schedule and the relevant examination is scheduled to be held on 06.10.2018, the Court is not inclined to entertain the Writ Petition. More over, learned Special Government Pleader points out that 1,19,000 candidates are writing the examinations. 7.

In recruitment matters, time is essence and if a person has any grievance regarding the terms of notification, he/she has to avail appropriate remedy as available in law at the threshold itself. In the instant case, petitioners did not raise objection earlier though they were aware of the terms of recruitment, recruitment schedule, participated in the examination already held and rushed

to this Court at the last moment. Postponing examination is the only option, if the contention of the petitioners is accepted and postponement of the examination in the midst of the schedule would cause greater hardship to the large number of candidates participating in the selections. The Writ Petition merits no consideration and the same is liable to be dismissed. 8.
