The present writ petition came to be filed seeking issuance of a writ of mandamus, declaring the Endorsement dated 26.09.2018 issued by the respondent No.4, rejecting the application No.RMU011801246995, dated 27.08.2018 submitted by the petitioner in Form No.VI for mutation of the revenue records and also to issue E-Pattadar Pass Book-cum-Title Deed in favour of the petitioner for the land admeasuring Ac.3.46 cents in Survey No.558/ 2 of Bandameedakammapalli Village fields, Madanapalli Mandal, Chittoor district, as illegal, arbitrary and unconstitutional. 2.

At the time when the matter was taken up, the learned counsel for the petitioner would submit that except the word " rejected" , no reasons are given by the respondents as to why the request of the petitioner was rejected.

Learned Government Pleader submits that the Tahsildar may be either directed to pass a reasoned order or if already ready, may be directed to furnish the same to the petitioner. 4.

A perusal of the record would show that the word " rejected" was mentioned in the status column in the online application submitted by the petitioner. It is urged that it may not be possible to mention reasons for rejection on the web. But, however, in

order to challenge any order passed by an authority, the petitioner has to know the reasons as to why his application was rejected. Hence, the competent authority has to pass an order mentioning the reasons and communicate the copy of the same to the petitioner, enabling him to take appropriate action. 5.

In view of the above, the writ petition is disposed of at the admission stage with consent, directing the Tahsildar to furnish a copy of the order containing reasons for rejection of the online application of the petitioner dated 27.08.2018, seeking mutation of his name in the revenue records, in respect of the land referred to above. As a sequel thereto, Miscellaneous Petitions, if any, pending in this writ petition, shall stand closed. _________________________ JUSTICE C.PRAVEEN KUMAR 05.10.2018 DMG
