ORDER:

The grievance of the petitioners is that though certain persons are raising constructions in unauthorised layouts, the respondents have not been taking any action. However, the petitioners have failed to implead the persons who are allegedly raising such constructions. As such persons are not only proper but also necessary parties, their non-impleadment amounts to non-joinder of necessary parties. Hence, the writ petition is dismissed on this ground alone. As a sequel to dismissal of the writ petition, WP.M.P.No.1053 of 2016 shall stand disposed of as infructuous.
