We therefore dispose of the matter directing the learned District Judge to consider the representation of the petitioner dated 18.10.2013, which is annexed to the writ petition, and dispose of the same in accordance with law after giving personal hearing to the petitioner, within a period of eight weeks from the date of communication of this order.
