Heard learned counsel for the petitioner and learned Government Pleader for Civil Supplies.

Petitioner is aggrieved by the notification issued on 19.10.2018 calling for applications to enlist vacancies of dealers in Fair Price Shops (FPS) at various places. Insofar as petitioner is concerned, she is resident of Adoni Town and is interested in participating in selections for enlisting the FPSs. at various locations in Adoni Town. The notification is challenged primarily on the ground that only numbers assigned to FPSs. are mentioned without indicating the locations, whereas according to the conditions imposed in the notification, a person can apply for FPS dealership only in a ward where he resides.

Learned Government Pleader for Civil Supplies, on written instructions, fairly submits that inadvertently such a mistake was committed while issuing notification and measures are now taken to issue corrigendum showing the wards in Adoni Municipality where the vacancies of dealers in FPSs are available and extending the time for submission of applications.

A copy of the written instructions signed by the Collector (CS), Kurnool, dated 25.10.2018, is placed on record and the concerned officer is also present in the Court.

Having regard to the fact that the notification does not indicate the place where the FPSs are located and since the residents in the concerned wards are only enlisted to apply, the notification per se does not stand. Thus, unless an erratum is issued specifying the location of FPSs. in Adoni Town and unless sufficient time is given for submission of applications, the respondents shall not go ahead with the selections. 6.

At this stage, learned counsel for the petitioner points out that the notification is not published in daily news papers and only small news item is being published, which is mostly invisible causing hardship to prospective applicants.

In view of the same, the respondents are directed to issue wide publicity preferably at least in one daily news paper having wide circulation where the FPSs. are sought to be established along with addendum and extension of time.
