HON'BLE SRI JUSTI CE A. RAMALI NGESWARA RAO Writ Petition No. 36855 of 2017 Order:

Heard learned counsel for the petitioners and learned Standing Counsel for the respondents 2 to 5.

The first respondent issued G.O.Ms.No.33, MA & UD (C) Department, dated 13.02.2014, authorizing the respondents 2 to 5 to proceed for the recruitment of the General Purpose Employees (GPE) Water Supply and Sewerage and sanctioned 658 posts. A press notification was issued on 13.02.2014 calling for applications. The petitioners applied for the said post of GPE Water Supply. After appearing for the practical and theory examinations and interview, they were declared to have been selected. A selected list of 612 candidates was published on 21.06.2014 and the list was uploaded in the official website. Initially, appointment orders to 510 candidates were issued on 23.06.2014 and in respect of the petitioners the appointment orders were issued on 30.12.2015. Now the present Writ Petition is filed seeking extension of all consequential benefits, pursuant to the appointment, from 23.06.2014 instead of from the date of their joining on 02.01.2016 on the ground that the appointment was delayed intentionally.

It is settled law that the selection of the petitioners and placing them in the selected list does not confer any right on them for appointment. Admittedly, the appointment orders were issued on 30.12.2015. All the benefits arising out of such appointment would flow from the date of joining which happened to be 02.01.2016. The petitioners cannot seek a relief for granting all benefits pursuant to the appointment with retrospective date, namely from the date of their initial

selection. This Court does not find any merit to entertain the present Writ Petition.

The Writ Petition is, accordingly, dismissed at the admission stage. There shall be no order as to costs.

As a sequel thereto, the miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
