Heard Sri A.Jagan, learned counsel appearing for the petitioner.
2. The petitioner retired as an Assistant Engineer (Mechanical) in the respondents-Corporation. On 15-9-2011, a charge-sheet was issued to the petitioner alleging that he did not properly supervise the vehicles. He submitted a detailed explanation against the charges levelled against him. Thereafter, the 3rd respondent issued proceedings dated 21-10-2011 imposing punishment of stoppage of one annual increment with cumulative effect without conducting any enquiry and without affording any opportunity to submit his version. Feeling aggrieved, the petitioner preferred an appeal before the 2nd respondent, which was rejected through proceedings dated 15-3-2012. Aggrieved by the same, the petitioner filed further review before the Executive Director, which was also rejected through proceedings dated 27-7-2012. Finally, he filed a mercy petition before the 1st respondent on 25-8-2012 but till today the 1st respondent being higher authority has not considered the same.
3. It is submitted by the learned counsel appearing for the petitioner that the mercy petition has been pending with
the 1st respondent without any progress for the last 3 years.
4. Having regard to the submission made by the learned counsel appearing for the petitioner, the writ petition is disposed of directing the 1st respondent-VC and MD to dispose of the mercy petition submitted by the petitioner on 25-8-2012 within a period of 8 (eight) weeks from the date of receipt of a copy of this order.
The miscellaneous petitions, if any, pending in this writ petition shall stand closed. No costs.
