Learned counsel for the petitioner seeks permission to withdraw this writ petition with liberty to file a better affidavit and writ petition raising all the grounds necessary including challenge of promotions made to his juniors and impleadment of the persons who are promoted ignoring the petitioners.

2. Permission is granted.

3. Accordingly, the Writ Petition is dismissed as withdrawn with liberty to the petitioner to file a better affidavit and writ petition. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
