Heard learned counsel for the petitioner and the learned Government Pleader appearing for the respondents. 2.
The petitioner states that she is the absolute owner and possessor of Plots bearing Nos.55, 55A and 55B total admeasuring 2636 square yards in Survey No.417 situated at Dammaiguda H/o Nagaram Village, Keesara Mandal, Ranga Reddy District, having purchased the same under registered sale deeds for a valuable consideration. Thereafter, the petitioner has approached respondent No.3 and applied for Market Value Certificate and the Sub-Registrar issued Market Value Certificate with a note stating that 'Survey No.417 is prohibited'. Questioning the same, the petitioner again approached respondent No.3, who in turn issued impugned letter, dated 19.07.2017, stating that since the aforesaid survey number is in the prohibited list vide I.A.No.12 of 2015, dated 23.01.2015 and W.P.No.40349 of 2012, dated 31.12.2012. Hence, the Writ Petition. 3.
It is needless to observe that when a properly drafted document is presented for registration complying with all formalities, the third respondent has no alternative except to receive the said document and he cannot refuse to receive the document.

In the circumstances, the Writ Petition is disposed of directing the third respondent to receive the document, if any, presented by the petitioner and take action in accordance with the provisions of the Registration Act. If the third respondent cannot register the said document for any reason, he has to make an endorsement to that effect
and pass an order in accordance with Section 71 of the Registration Act.

The Writ Petition is, accordingly, disposed of. Consequently, miscellaneous petitions, if any pending, in this writ petition, shall stand closed. There shall be no order as to costs.
