In view of the subsequent events, Mr. V. Surendra Reddy, learned counsel for the petitioner, seeks permission of the Court to withdraw the Writ Petition with liberty to the petitioner to file a fresh Writ Petition, in view of the legal position examined by him. Permission is accorded.

The Writ Petition is, accordingly, dismissed as withdrawn with liberty to the petitioner to take appropriate steps as per law. There shall be no order as to costs.

Miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
