Heard counsel for the petitioner and the Government Pleader for Assignment for respondents.

2. Since the 4th respondent without assigning any reason has rejected the petitioner's application dt. 19.07.2017 for mutation and issuance of title deed - cum - e-Pass Book and since it is his duty to assign reasons for rejecting petitioner's application as per the settled principles of administrative law, the impugned endorsement dt. 03.08.2017 passed by the 4th respondent is set aside and the 4th respondent is directed to pass a reasoned order as to why he rejected the petitioner's application dt. 19.07.2017 and communicate the same to the petitioner within a period of four weeks from the date of receipt of a copy of this order. The 4th respondent shall also pay costs of Rs.2,000/- to the petitioner.

3. Accordingly, the Writ Petition is allowed with costs. Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed.
