ORDER :

Heard learned counsel for petitioners and learned Government Pleader for Revenue (AP) for the respondents. 2.

Petitioners are aggrieved by not considering their applications for renewal of notary licences. Petitioners contend that such renewal is not granted under the guise of order of the Government in Memo No.31617/Regn.II/A1/2012-4, dated 31.08.2015. 3.

The validity of the Government Memo was considered by the learned single Judge of this Court in W.P.No.9655 of 2016 & batch. The learned single Judge was pleased to hold that the said memo is not valid in law and issued directions to consider the applications for renewal on their merits. Learned single Judge observed that unless there exists a valid reason for rejection, the renewal has to be granted as a matter of course. Learned single Judge also observed that in case application for renewal is sought to be rejected, a notice should be issued to the aggrieved person giving him an opportunity to explain the reasons thereof.

Having regard to the authoritative pronouncement on the issue, Writ Petition is disposed of, directing the respondents to consider the applications for renewal made by the petitioners without regard to the Government Memo dated 31.08.2015 and on the merits of the claim made in the said applications. There shall be no order as to costs. Miscellaneous petitions, if any, pending in the writ petition shall stand closed.
