Petitioner's grievance is that he had submitted a document for registration on 03.04.2017 before the 3rd respondent and that the 3rd respondent has kept the said document pending registration, without assigning any reason. 2.

The Government Pleader for Assignment appearing for respondents states that no instructions have been issued by the respondents to her, though letter has been addressed to them.

Therefore, the Writ Petition is disposed of directing the 3rd respondent to release the document, if there is no valid reason why it should not be registered, within a period of three (03) weeks from the date of receipt of a copy of this order. But if he feels that the document presented cannot be registered for any reason, he shall pass a reasoned order under Section 71 of the Registration Act, 1908 and communicate the same to the petitioner, within the aforesaid period. No costs. 4.

Miscellaneous petitions, pending if any, shall stand closed.
