Heard.

The present writ petitions came to be filed seeking issuance of writ of Mandamus to direct the 2nd respondent to decide Appeal Nos.31 and 32 of 2015, which are pending on his file at the earliest. A perusal of the material on record would show that the petitioner purchased land admeasuring Ac.1.17 cents and Ac.4.06 cents in Sy.Nos.372/1 and 371/2 respectively of Kapuluppada Revenue Village, Bhimavaram Mandal, Visakhapatnam District from his vendor Ravi Jagannath for a valuable consideration under two separate registered sale deeds, dated 24.04.2014. The same were presented for registration before the 3rd respondent by paying requisite stamp duty, registration fee and other necessary charges. But the 3rd respondent kept the same pending registration vide document Nos.

P115 and P116 of 2014 on the ground that the petitioner's vendor did not produce pattadar pass books and title deeds, as required under Section 6D (1) & (2) read with Section 6 (1) of the Andhra Pradesh Rights in Land and Pattadar Pass Books Act, 1971. Since the documents were returned vide notice, dated 21.09.2015, the petitioner preferred appeals bearing Nos.31 and 32 of 2015 before the 2nd respondent. After preferring appeals, his vendor was granted pattadar pass books and title deeds and as such additional grounds were filed before the 2nd respondent. In spite of the same, the said appeals are not decided. Hence, the petitioner filed W.P.No.15205 of 2016, which was disposed of by this Court directing the 2nd respondent to dispose of the appeals within a period of four weeks. Subsequent thereto, Government issued G.O.Ms.No.

279, dated 04.07.

as the assigned lands pertaining to ex-service men and freedom fighters are concerned, they are entitled to sell the same without obtaining No Objection Certificate.

Learned counsel for the petitioner submits that in spite of the said G.O.Ms.No.279, the 2nd respondent is not disposing of the appeals. Learned Government Pleader for Revenue, on instructions, submits that the 2nd respondent will dispose of the appeals within a period of 15 days from today. Having regard to the submission made by the learned Government Pleader, the writ petitions are disposed of directing the appellate authority i.e., the 2nd respondent to dispose of the appeals within a period of 15 days from today, after taking into consideration the subsequent G.O.Ms.No.279, dated 04.07.2016, along with documents filed by the petitioner and pass orders in accordance with law within the period referred to above.

Miscellaneous petitions, if any, shall also stand disposed of. No order as to costs.
