The second petitioner was appointed as Field Assistant in Dariwada Gram Panchayat in Jalumuru Mandal of Srikakulam District by the sixth respondent on 07.07.2007 under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). The first petitioner was appointed as Field Assistant in Sundarapuram Gram Panchayat by the fifth respondent on 01.06.2007. The services of the petitioners were terminated by proceedings dated 19.08.2015 of the third respondent on the ground that they have not reached the target of 75% labour budget and 5000 man days for the financial year 2014-15. Challenging the same, the petitioners filed W.P.No.28300 of 2015 and the said Writ Petition along with other Writ Petitions was disposed of on 31.12.

2015 directing the District Collectors to form a committee consisting of three officers in the District to receive the explanations from the Field Assistants submitting their reasons for not reaching the target. Thereafter, a committee was appointed and they issued notices to the petitioners to appear in person before the committee. Accordingly, they appeared before the committee on 12.02.2016. When the third respondent passed an order on 17.06.2016 cancelling their contract of renewal of Field Assistants working in the said Gram Panchayats, the present Writ Petition is filed.

Since the impugned order does not contain any reasons, this Court is constrained to set aside the impugned order and remand the matter to

the third respondent for passing a reasoned order within a period of eight

(8) weeks from the date of receipt of a copy of this order. The Writ Petition is, accordingly, disposed of. There shall be no order as to costs.

As a sequel thereto, the miscellaneous petitions pending in this Writ Petition, if any, shall stand closed.
