ORDER

Heard learned counsel appearing for the petitioner, learned Government Pleader for Endowments appearing for respondents 1 to 3 and learned counsel appearing for the 4th respondent.

Initially, the petitioner was appointed as Sweeper in the 4th respondent-temple on 1.12.1995 and thereafter, he was promoted as Attender as per the orders of the 3rd respondent dated 25.05.2001. Subsequently, he was promoted as Record Assistant vide proceedings dated 25.09.2008. Thereafter, the petitioner passed B.A and he is fully qualified for promotion to the post of Junior Assistant. Since no Junior Assistant is working in the 4th respondent, the petitioner has been attending the clerical work and assisting the Executive Officer. Hence, he submitted a representation to the Executive Officer. Based on which, the Executive Officer sent a report to the 3rd respondent on 15.7.2014 informing that there is an existing post and the petitioner is eligible for promotion. The 3rd respondent, in turn, sent a report to the Deputy Commissioner, Endowments Department, Guntur, on

24.07.2014 stating that the petitioner is fully eligible and qualified and deserves to be promoted as Junior Assistant. The Deputy Commissioner, in turn, sent a report on 9.9.2014 to the 2nd respondent. Thereafter, the 3rd respondent as well as the Deputy Commissioner sent reports to the 2nd respondent and the petitioner also submitted another representation. But, so far no action has been taken thereon. Hence, the present writ petition. The grievance of the petitioner is that though there is a sanctioned post of Junior Assistant and he is fully qualified and eligible for promotion, the 2nd respondent did not take any action for consideration of his case for promotion to the post of Junior Assistant.

Learned Government Pleader appearing for respondents 1 to 3 submits that the 2nd respondent is the competent authority to grant permission for promoting the petitioner to the post of Junior Assistant. In view of the fact that respondent No.3 as well as the Deputy Commissioner have already submitted their reports recommending the case of the petitioner for being promoted as Junior Assistant in the 4th respondent-temple, the 2nd respondent is directed to consider the said reports

and pass appropriate orders thereon as expeditiously as possible, but not later than eight weeks from the date of receipt of a copy of this order.

Accordingly, the Writ Petition is disposed of. No costs.

Miscellaneous petitions, if any, pending shall stand closed.
