Goverdhan Reddy, learned counsel holding for Sri A. Mahesh Kumar, advocate on record for the petitioner and Sri C. Kumar, learned counsel holding for Sri P. Shiv Kumar, advocate on record for respondent No.3.

Sri Kumar submits that if the petitioner makes a representation to respondent No.3, they shall consider the same within time frame. Sri Goverdhan Reddy submits that the petitioner would be satisfied if he is given liberty to make a representation to respondent No.3 with direction to consider and decide it within time frame. In view thereof, we dispose of this writ petition by the following order:

"The petitioner is at liberty to make a representation to respondent No.3 within a period of two weeks from today. The petitioner shall annex a copy of the instant writ petition with annexures to the representation. Respondent No.3 is directed to consider and decide the petitioner's representation as expeditiously as possible and preferably within a period of three months from the date of its presentation, on merits, in accordance with law. It is needless to mention that respondent No.3 shall grant an opportunity of being heard to all concerned including unofficial respondents before passing final order on the petitioner's representation."
