After arguing the Writ Petition for some time, the counsel for petitioner confronted with the necessity of following the procedure. For the present, the Writ prayer is not pressed and seeks liberty to follow the procedure. The inaction if still continues, to file a Writ Petition thereafter.

By granting liberty as prayed for, Writ Petition is dismissed. No order as to costs.
