The father of the petitioner, who was an employee of the second respondent, died on 21.10.2004 while working as Record Assistant. The mother of the petitioner submitted a representation on 18.08.2008 to the Regional Office of the second respondent for sanction of ex gratia in lieu of compassionate appointment. But, the same was not considered by the respondents 2 and 3. The petitioner submitted a representation on 16.09.2017 to the second respondent and to the Regional Office at Hyderabad and Branch Office at Chirala to consider his request for compassionate appointment. Since the jurisdiction falls within the purview of the third respondent, the representation was forwarded to the third respondent on 05.10.2017. When no orders were passed on the said representation, the present Writ Petition is filed.

It is clear from the above facts that the father of the petitioner died on 21.10.2004 and now the petitioner is aged about 27 years. Except stating that his mother submitted a representation on 18.08.2008 for payment of ex gratia amount, no application was filed by the petitioner immediately after attaining majority seeking any compassionate appointment. It appears that the petitioner submitted a representation only on 16.09.2017 with the delay of nearly 10 years after attaining majority. In the present Writ Petition, the petitioner did not state the reasons for not approaching the respondents for all these years. It is well settled that the compassionate appointment is made only to tide over the immediate difficulties of the family and the father of the petitioner died way back in 2004.

The Writ Petition is, accordingly, dismissed. There shall be no order as to costs.

As a sequel thereto, the miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
