This writ petition is filed with the following prayer: " ... to issue a writ, order or direction more particularly one in the nature of Writ of Mandamus declaring proceedings No. 3181/ADMN/A2/2004, dated 24.06.2006, issued by the 2nd respondent in declaring the petitioner as unauthorised absent and action of the 3rd respondent in treating the petitioner on EOL from 01.11.2004 to 14.06.2006 (601 days) in Last Pay Drawn Certificate dated 24.08.2006 as illegal, arbitrary and in violation of principles of natural justice and set aside the same and direct the respondents to treat the said period from 01.11.2004 to 14.06.2006 as on duty and consequently direct the respondent to pay the wages to the period from 01.11.2004 to 14.06.2006 with all other attendant benefits and pass such other order or orders this Hon'ble Court may deem fit and proper...."

Heard both sides.

The writ petition is filed after a lapse of 11 years period. Further, no reasons are stated in the writ affidavit explaining the enormous delay in filing the writ petition. As such, only on the ground of laches, the writ petition is dismissed. No order as to costs. As a sequel thereto, miscellaneous petitions, if any, pending in the writ petition, shall stand closed.
