HON'BLE SRI JUSTICE P.NAVEEN RAO WRIT PETITION No.403 of 2016 ORDER:
The petitioner is an out sourcing employee. On the basis of note orders of the District Collector, Khammam, Project Director, Khammam (3rd respondent) addressed letter dated 03.03.2015 to the MK Enterprises, Hyderabad (4th respondent) directing the 4th respondent to terminate the services of the petitioner along with two other work inspectors, on the ground that the employees are not properly discharging their responsibilities.

Aggrieved thereby petitioner claims to have submitted a representation on 02.11.2015 to the District Collector, Khammam. 3.
As seen from the letter dated 03.03.2015 the Project Director, directed the 4th respondent to dispense with the services of the petitioner on the ground that a report is received by the District Collector against the petitioner and the District Collector consequently directed the 3rd respondent to pass orders. Since the order of the 3rd respondent is based on the District Collector's direction, petitioner ought to have gone before the higher authority instead of submitting the representation to the District Collector. 4.
Thus, granting liberty to the petitioner to make a
representation/Appeal to the Managing Director, Telangana State Housing Corporation Ltd., Hyderabad (2nd respondent), the Writ Petition is disposed of. As and when such representation/Appeal is submitted by the petitioner, the same shall be considered by the 2nd respondent, objectively and pass appropriate orders as warranted by law, as expeditiously as possible, preferably within a period of six (6) weeks from the date of receipt of such representation. There shall be no order as to costs. Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
