Heard the learned counsel for the petitioner and the learned standing counsel for respondents 1 to 3.

Both the learned counsel conceded that this writ petition can be disposed of with a direction to consider the application dated 16-11-2017 made by the petitioner in pursuance of the impugned distraint warrant in Form-I passed by the 4th respondent. 3.
In the circumstances, suffice it to direct respondents 2 and 3 to consider the application dated 16-11-2017 made by the petitioner against the amounts fixed and to be recovered for the alleged misappropriation of Government paddy by him, within a period of two weeks from the date of receipt of a copy of this order. Till then, no further steps be taken in pursuance of the impugned proceeding dated 15-11-2017 (distraint warrant). However, it is open for the 4th respondent to proceed in the matter after appropriate orders are passed on the application dated 16-11-2017 submitted by the petitioner to respondents 2 and 3, as directed above.
