Heard learned counsel for the petitioner, learned Government pleader for housing Corporation for respondent No.1, learned Government Pleader for Revenue, for respondents, 2 to 4, 7 and 8 and Sri M.Ravindranath, learned Standing counsel for respondents 5 and 6.

Petitioner claims to be the resident of Anantapuram town. Petitioner alleges that though unofficial respondents 9 to 14 are not entitled to allotment of houses under the Indiramma Housing Scheme, as they are employees of State Government, but they were allotted houses. Alleging that illegalities are committed, complaint was filed to enquire into the matter. 3.

Though the Project Director, addressed letter on 28.11.2017 to the Executive Engineer, A.P.State Housing Corporation Limited, forwarding the complaint received from the petitioner, requesting him to probe into the contents of complaint and submit a detail factual report, but he did not submit any report.

On 23.04.2018 the Executive Engineer addressed letter to the petitioner informing him that the officials are very busy with the construction work to provide houses to poor people, therefore, could not enquire into the complaint and gave an undertaking that he would complete the enquiry within 30 days. However, no enquiry was conducted. Alleging inaction, this writ petition is filed.

Learned Standing counsel submits that due to some administrative reasons, enquiry could not be completed as desired by the Project Director and the entire exercise will be completed and appropriate report will be submitted to the Project Director.

Having regard to the above, the Writ Petition is disposed of without expressing any opinion on merits, directing the Project Director to draw the report based on the enquiry conducted by his subordinates. If in the prima-facie opinion of the Project Director there is merit in the allegations of the petitioner that illegalities were committed, the persons against whom such allegations are made also be given due opportunity and they be heard before finalizing his report. The Project Director shall submit the report to the District Collector, Ananthapuramu. On due consideration of such report, the Collector shall inform the petitioner the decision taken on the complaint lodged by him, by a reasoned order. The entire exercise shall be completed within three (3) months from the date of receipt of copy of this order.
