Learned counsel for the petitioner could not state what is the personal interest of the petitioner and locus standi in the matter. In view of the same, this court is not inclined to entertain the writ petition. However, it is open to the writ petition to agitate the issue by way of public interest litigation.

With the above observation, writ petition is disposed of. Interlocutory applications pending, if any, shall stand closed. No costs.
