Learned counsel for the petitioner Sri K.Sai Mohan Rao, submits that he has instructions from his client to withdraw the writ petition with liberty to file fresh writ petition, by impleading proper parties and, therefore, he seeks permission for the same.

Having regard to the facts and circumstances, permission is accorded and the writ petition is dismissed as withdrawn with liberty as prayed for. Interim orders, if any, shall stand vacated.
