THE HON'BLE SRI JUSTICE A.RAMALINGESWARA RAO WRIT PETITION No.40518 of 2017 ORDER:

The petitioners were appointed as Village Revenue Officers on 24.02.2010, 05.03.2010, 31.12.2001 and 01.01.2002 and their names figured at serial numbers 587, 588, 210 and 219 respectively in the seniority list prepared for Village Revenue Officers. They were sent for Survey Training at Survey Training Academy, Talim, Gachibowli, Hyderabad, during the period 03.04.2017 to 14.05.2017 for a period of 42 days. Thereafter they were sent for training in Crop Sampling and Agricultural Statistics from 15.05.2017 to 22.05.2017. After completion of those two trainings, they attended the examination conducted by the Survey Training Academy. But, so far no results have been announced. After completion of the training, they were relieved on 22.05.2017 for reporting to the Controlling Officers concerned.

They would be eligible for consideration of their cases for promotion to the post of Senior Assistant depending on the result in the Survey Training test. In view of non-declaration of the results, their cases are not being considered and in those circumstances, they submitted a representation on 24.11.2017 to the Commissioner, Survey Settlement, Hyderabad, seeking declaration of the results in order to get consideration of their cases for promotion to the post of Senior Assistant. It appears that the second respondent communicated a provisional seniority list of Village Revenue Officers on 21.11.2017 and called for objections within a period of seven days. Though the petitioners are seniors, in view of non-declaration of results, their cases are not being considered for the post of Senior Assistant.

Since the petitioners submitted a representation on 24.11.2017 to the Commissioner, Survey Settlement, Hyderabad, for declaration of the results and the present Writ Petition is filed today without giving sufficient time, this Court is not inclined to entertain the present Writ Petition, but directs the Commissioner, Survey Settlement, Hyderabad, to consider the aforesaid representation and declare the results, within a period of two weeks from the date of receipt of a copy of this order, and if for any reason, the results could not be declared, appropriate communication be given to the petitioners. In the meanwhile, it is open to the petitioners to raise their objections, if any, to the provisional seniority list of Village Revenue Officers, and the second respondent shall take steps for finalization of the seniority list without waiting for the results of the Survey Training Test.

The Writ Petition is, accordingly, disposed of.
