Heard the counsel for petitioner, and the learned Special Government Pleader for Services (Home), for respondents. 2.
It is not disputed by the Special Government Pleader, appearing for respondents, that the impugned order has been passed in violation of principles of natural justice and that no prior notice had been given by the 2nd respondent before passing the impugned order visiting civil consequences on the petitioner.

Therefore, the impugned order is set aside, granting liberty to the 2nd respondent to issue notice to petitioner, invite explanation from the petitioner and then pass a reasoned order, and communicate it to the petitioner.

The said exercise shall be done within a period of two (02) months from the date of receipt of copy of the order. 5.
Accordingly, the Writ Petition is allowed as above. No order as to costs.

As a sequel, miscellaneous petitions pending if any in this Writ Petition, shall stand closed.
