The petitioner was appointed as Helper (Semi-Technical) on 17.11.1984 in the erstwhile Andhra Pradesh Vikalangula Co-operative Corporation which was renamed as Andhra Pradesh Differently Abled and Senior Citizens Assistance Corporation and his services were regularized with effect from 05.11.1986. He is now working in Kakinada since 1988. When he was transferred from Kakinada to Guntur in order to make the Braille Press at Guntur to function effectively, the present Writ Petition is filed challenging the order of transfer dated 21.10.2017. Learned counsel for the petitioner submits that the transfer is affected during the middle of academic year and though the petitioner submitted a representation it was not considered.

A reading of the impugned order of transfer shows that some employees of TCPCs are not working properly on the ground that there are no required technical staff and infrastructure. Now a permanent building is constructed for Braille Machine Press at Guntur and it is decided to strengthen the Braille Press by posting certain staff of APDASCAC working in various units to speed up the printing activities at Braille Press, Guntur. The said object indicated in the impugned order of transfer is a laudable object and the action of the Managing Director of APDASCAC, Guntur cannot be found fault with. Further, the petitioner has been working since 1988 in Kakinada and this is another ground which goes against the petitioner. In the circumstances, this Court sees no ground to entertain the present Writ Petition.

The Writ Petition is, accordingly, dismissed at the admission stage. There shall be no order as to costs.

As a sequel thereto, the miscellaneous petitions, if any, pending in this Writ Petition shall stand closed.
