Heard the learned Counsel for the petitioner and the learned Government Pleader for the respondents. The petitioner worked as Home Guard No.5087 attached to Traffic P.S.Panjagutta, Hyderabad, and he was removed from the rolls of Home Guards Organization by proceedings dated 15.04.2009 on the ground that he was involved in the corrupt practices i.e., demanding an amount of Rs.1000/- from one Sri Prasad Pillai, owner of bike No.AP 29 BD 7961. Challenging the said proceedings on the ground that the said proceedings were issued without conducting any enquiry, the present Writ Petition is filed after eight years.
There is no explanation in the affidavit filed in support of the Writ Petition justifying the delay and since the present Writ Petition is filed after eight years, this Court does not want to exercise its discretionary jurisdiction, and the Writ Petition is, accordingly, dismissed on the ground of laches.
