Heard the learned counsel for petitioner and the learned Government Pleader for Assignment appearing for respondents. 2.

Both counsel agree that the issue raised in this Writ Petition is covered by the order dt.04-03-2015 in W.P.No.4595 of 2015 and batch.

Accordingly, the Writ Petition is allowed. The impugned memo dt.01-12-2011 issued by 2nd respondent is set aside; and respondent Nos.3 and 4 are directed to receive and register the documents presented by petitioner in accordance with the provision of law. No costs.

As a sequel, miscellaneous petitions, if any pending, shall stand closed.
