Both the counsel agree that the issue raised in this Writ Petition is covered by the order dt.04.03.2015 in W.P.No.4595 of 2015 and batch.

Accordingly, the Writ Petition is allowed; the impugned memo dt.01.12.2011 issued by the 2nd respondent is set aside; and the respondents 3 and 4 are directed to receive and register the documents presented by petitioner in accordance with the provisions of Law. No order as to costs. 4.

Consequently, miscellaneous petitions pending, if any, shall stand closed.
