Heard the counsel for petitioner, and the learned Government Pleader for Assignment for respondents.

Both counsel agree that the issue raised in this Writ Petition is covered by the order dt.04.03.2015 in WP.No.4595 of 2015 and batch. 3.

Accordingly, the Writ Petition is allowed. The impugned memo dt.01.12.2011 issued by 2nd respondent, is set aside; and respondent nos.3 and 4 are directed to receive and register the documents presented by petitioner in accordance with the provisions of law. No order as to costs.

As a sequel, miscellaneous petitions pending if any in this Writ Petition, shall stand closed.
