The petitioner states that she is the owner and possessor of different extents of lands in Survey Nos.18/5, 19/20, 19/25, 19/27, 20/5, 20/20, 21/7, 21/19, 26/6, 28/8, 28/16, 33/19, 34/10, 34/22, 35/10, 35/9, 36/10 and 36/12, situated at Rajayyapeta Village, Rajayyapeta Gram Panchayat, Pendurthi Mandal, Visakhapatnam District, having purchased the same under a registered Agreement of Sale, dated 13.07.2009 from one P.Kanaka Rao. 2.

There is no dispute with regard to the nature of lands and they are patta lands. The petitioner wanted to get the land registered in her name by way of regular Sale Deed and accordingly, prepared a draft Sale Deed on 27.10.2017. When she obtained a copy of latest Adangal on 26.10.2017, her vendor's name was shown. Thereafter, when she presented a document to the 4th respondent, it was noticed that the details of the lands were missing from web land register in order to enable her to take further action. In those circumstances, she filed the present Writ Petition challenging the action of the 3rd respondent in removing the above lands from the web land portal. 3.

After adjourning the matter on 18.12.2017, learned Government Pleader obtained instructions and stated that the vendor of the petitioner is objecting for execution of regular Sale Deed and in those circumstances only, the entries were removed from the web land register.

It is not open to the 3rd respondent to remove entries from the web land portal and the record shall continue. The record can be altered only under the procedure, provided in the A.P. Rights in Land and Pattadar Passbooks Act, 1971.

Be that as it may, since the petitioner wanted to get the land registered under a sale deed executed by her vendor on 27.10.2017, it is for the 4th respondent to receive the said document and process it for registration in accordance with law. If for any reason, the 4th respondent does not want to register the document, he shall make an endorsement on the same under Section 71 of the Registration Act, 1908.

Accordingly, the Writ Petition is disposed of directing the 4th respondent to receive the document presented by the petitioner for registration in respect of the above properties and take further action in accordance with the Registration Act. Miscellaneous petitions, if any pending, in this writ petition, shall stand closed. There shall be no order as to costs.
