Heard the learned counsel for the petitioner and the learned Government Pleader for Assignment appearing for respondents. 2.

Petitioner in these Writ Petitions has assailed an endorsement dt.27-10-2017 issued by the 3rd respondent rejecting an appeal petition preferred by the petitioner against orders passed by 4th respondent refusing to register documents presented by the petitioner on the ground that the petitioner sent the appeal by post. 3.

Petitioner asserts that it never sent the appeal petition by post and this is also confirmed by the learned Government Pleader for Assignment appearing for respondents.

Accordingly, both the Writ Petitions are allowed with costs of Rs.10,000/- (Rupees Ten Thousand only) to be paid by 3rd respondent to the petitioner in each of the Writ Petitions; the Endorsements dt.27-10-2017 of 3rd respondent are set aside; and 3rd respondent is directed to pass orders afresh in respect of the appeals filed by the petitioner within four weeks and communicate his decision to the petitioner. The 1st respondent is also directed to initiate disciplinary proceedings against 3rd respondent for rejecting the appeal petitions filed by the petitioner on a false ground within six weeks

As a sequel, the miscellaneous petitions, if any pending, shall stand closed.
