The counsel for petitioner seeks to withdraw the Writ Petition with liberty to file a fresh application under Rule 31 of the A.P. (Rights in Land) and Pattadar pass Books Rules, 1989 before the 4th respondent with photograph along with payment of requisite fee for issuance of a duplicate pass book in his client's favour. 2.

Granting liberty as sought, the Writ Petition is dismissed as withdrawn. No order as to costs.
