Prayer of petitioner is to order his release in view of completion of more than 14 years of imprisonment. Learned APP submits that on 23rd August, 2016, the categorization papers has been submitted to Competent Authority and on 31st March, 2019, he has put in 14 years and one month in prison. As papers are already submitted to competent Authority, we are not inclined to enter more into the controversy. We direct the Authorities to apply their mind and to take appropriate decision on categorization of the petitioner within three months from today.

rpa 2/2 2-wp-23-18.doc Decision, so taken shall be communicated to the petitioner in jail within further period of eight weeks. All contentions of the petitioner are kept open and he is given liberty to approach again in case an adverse order is passed or if he does not receive the order within the period stipulated in the order. Accordingly, we partly allow this petition. Writ Petition stands dispose of.
